Why is a home study required for adoption?

A home study is required in Florida and across the United States in order to adopt.  As well, in Florida, anyone looking to adopt a relative outside of the 3rd degree requires a home study.  And actually… a home study is required to adopt anywhere in the WORLD!  Adopting overseas requires a home study, too.  So why is a home study required for adoption, other than it being the law????

Adoption is not a right.  It is a privilege.
